Slow Progress on a Cycling & Walking Network in Kirklees
We asked questions at Kirklees Scrutiny Panel (Growth & Regeneration) on Monday 23rd September. We produce two of the 5 questions below and Kirklees Council’s answers. We are concerned that no progress has been made on implementing the one route selected to start this network. It is apparently pipelined (paused indefinitely). Its route starts at Huddersfield Railway Station via Cross Church Street, Queensway, Shorehead roundabout to Aspley basin and Waterloo (via A629) extending to Fenay Bridge (via the Penistone road).
Q. A629 Wakefield Road: The reallocation of road space on the A629 Wakefield Road to Waterloo is on pause. When will this be delivered? This is a core part of a priority route agreed in the Local Cycling and Walking Infrastructure Plan #1 adopted in 2020/21 after two years of consultation.

. The A629 Wakefield Road Sustainable Transport Corridor aims to improve public transport and active travel provision along the A629 Wakefield Road between Shorehead Roundabout and Fenay Lane junction. As detailed in section 3 of the report brought to scrutiny today, at a West Yorkshire level, transport funding programmes have required review given the impact of inflation, cost increases, and resulting over-programming. Unfortunately, this scheme will therefore be pipelined following submission of the Outline Business Case anticipated in Winter 2024 until new funding opportunities arise and can be secured.
We also asked about the process of consultation in creating a Network. Despite the answer, we have never been informed about LCWIP Phase 2 because WYCA and Kirklees say they cannot tell us unless the other agrees! Now they are working on Phase 3 of LCWIP!
Q. Kirklees Local Cycling & Walking Infrastructure Plans: It is nearly six years since the process of creating a network plan started. What is the current status of the Kirklees Local Cycling & Walking Infrastructure Plans?
A. Local Cycling and Walking Infrastructure Plans (LCWIPs) are a strategic approach to identifying walking and cycling network plans and priorities, that have been led by WYCA in collaboration with each of the WY districts. Whilst LCWIP sets out priorities, these routes do not automatically have capital funding attached to them, and each priority then needs to be subject to further development work to ensure they are viable. Capital funding must be secured separately for each route.
LCWIP Phase 1 was published in 2019 and after that we worked on LCWIP Phase 2, again a WYCA-led process which will be consulted on and adopted in due course, and WYCA are currently working on the timescales for that alongside their LTP4 work.
In the meantime, LCWIP Phase 3 has commenced, and this will be taking a wider look at the entire network and priorities across West Yorkshire, building on the evidence gathered from the previous phases, which is still valid.
